How to sort the issues in descending order? The issues are currently sort by years in a descending order but, the number of the issues is sorted ascending which make users find difficult to read the current issues.

If I see correctly you are using OJS 3. It should be possible to make manual ordering. That means you could manually change the order.
But…the problem is there is a bug that will be fixed in upcoming version. Please look at Ordering issues in OJS 3.1.1
