Ordering issues in OJS 3.1.1

Hi,

when I order issues in the OJS 3.1.1 backend, the frontend order is not affected. The order in the frontend seems to be determined by the publication date.

Maybe you can add more details about your use-case here or there to help us better understand your needs. What would be the reason for not ordering them by published date?
