**Problems managing some users and editing their options**

Greetings to all! @asmecher @rcgillis
One of the magazine editors cannot see the “merge” and “start as” options in multiple users. However in other users she sees the options.
Also when you click on edit in those users a message appears that says:

“You do not have sufficient permissions to manage this user. To do so you must be an administrator or manage all the contexts in which this user is registered”

OJS version: 3.3.0-10 and 3.1.2-4
