ORCID Profile Plugin Setting is not working sitewide in OJS3.1

Hi!
ORCID Profile Plugin is not working (OJS 3.1) sitewide with multi-journal install. After enabling the plugin through administration, the setting option does not appear and hence can not provide api key (see screenshot). However, for the individual journal, it’s working perfectly.

ORCID Profile Plugin seems not to be a side-wide, but a journal specific plugin currently…
