[OJS 3.1.1.0] Error message on review "The current role does not have access to this operation."

As an author, trying to upload a revision of an existing file (Submissions → Revisions → Upload file) I get “The current role does not have access to this operation.” as an error message.
I’ve seen some other threads with this issue but at other steps of the workflow. I don’t get any “raw” JSON as seen on these threads.
This is a migrated instance of OJS, but this submission is 3.x native

I’m running OJS 3.1.1.0 and that patch was released previously, so it’s in my installation already.

Repeating the workflow within another journals reproduces this issue
