OHS installation problems

I have successfully installed OJS and followed absolutely similar workflow to install OHS.
However installation page with form is not displaying at all and did not give any errors.

With OHS I have tried 2.3.2 2.3.1 and 2.3.0 versions and all of them have the same problem: it just showing nothing in localhost\ohs folder (unlike OJS, which shows installation php page).

It seems that OJS and other php tests are working ok.

I made writable indicated folders.

I have tried to run It like command

C:\xampp\htdocs\ohs231>php tools/install.php
-No results
http://localhost/ohs/tools/install.php
-Nothing displaying

The same on Linux with Apache GUI.

I wonder if you could assist with the problem?

Does your PHP error log show anything?
