Journal settings and role

The “Journal manager” and “Journal editor” entries under “User Roles” are allowed to access journal settings. This is by design; there is a back and forth on this thread that you might find useful:

In ojs 3.1.1.0 I create two users with default config ojs: user1 → Role Name: Journal Manager → Permission level: Journal Manager user2 → Role Name: Settings Journal editor → Permission level: Journal Manager [Screenshot_20180626_123003] The problem is that the “Journal Editor” can enter the same options as the “Journal Manager” so both have the same “Permission Level”.
