How to add menu items to Primary Navigation Menu: OJS 3.1

So you go to settings->distribution->payments and you enable the Payments will be enabled for this journal. Note that users will be required to log in to make payments. option, right?. Which Payment Method have you selected?

that solved the issue, many-many thanks for figuring this out:

you have to write something into the Manual Payment Instructions field to let the Subscription page appear on the webpage in the front-end.
