Summary: Section policy scope descriptions are populating on the Submissions page

I’ve looked through previous forum topics, with the most recent and relevant seemingly Revert option to hide section policies in OJS 3
The desired behaviour based on that post and for my journal is that the section scope descriptions will only display during author submission process, and do not populate anywhere else. The documentation suggests that this should be case.
Currently several policies are also populating on the Submissions page, appearing between the Author Guidelines and Copyright Notice (as set at Workflow>Submission). There does not seem to be any option to turn this off.
This is ver 3.3.0.13
I’m a little lost about which behaviour is actually supposed to be going on here, and ultimately just want to know how to keep section policies off of the submission page if at all possible.
