Does anyone know how if it would be feasible to have a counter view and download for each article on OJS 2X? This is an example dergipark.gov.tr , in which one can view how many times the paper has been viewed and downloaded. It is right below the author name.

It sounds like you are looking to do the same thing, except aggregated to the site instead of to the article or issue, as was discussed previously. The process should be the same.
This will require solid experience with PHP and Smarty.

2- A static page to show This Statistics For All Users
I Have Enabled ALM Plugin And Do the Upgrade Trick But I don’t See the Chart under The Articles.
