What can we do if we want to allow access to a manuscript that is being reviewed or is in the “pre-press” stage before publication?

Can you provide more details, please:

What software and version you are using (e.g. OMP 3.3.0-13)
to whom are you attempting to provide access to (public access via the web, access to a certain set of users)?
