Usesr with manager roles can't give other roles to other users, only the system admin can

Hi,

My issue is more of a question really, I’ve searched in the forum and couldn’t find an answer.
I manage a portal and every editor in chief is also a manager. Since our upgrade to OJS 3.X none of them is able to give new roles to users already registered in their journals, they have to nofiry us and we do that for them. Is it a feature of OJS 3 or an installation problem (for example)?

Since its a recurrent issue for me, I’d like to know if there’s something we can do to solve it.
