For OJS 2 there was a tool for full journal transfer, including workflow etc: GitHub - lepidus/fullJournalTransfer: OJS plugin for importing/exporting a journal with all its private information (e.g. submitted articles, reviews, editorial decisions, etc.)
Does anyone know if there is such a tool for OJS 3?

Hm, I have accomplished several journal transfers together with upgrades without any tool. Simply copying files, DB and config.inc.php, following the upgrade instructions. Isn’t that all you need? What else does this tool do?
