That is probably result of changing character set in text. That is replacement for " ’ ".
Please check locale for server connection in phpmyadmin and locale of your database.
I have had such situation on several servers and I solved by making sure that locale of server connection in phpmyadmin is the same as locale of database.
That sign you can delete and type accurate one.
