I have started to populate some issues with articles, and now am thinking that it would be god to have some topical sections in it to organize them.
A few questions:
If I define sections in issues, is that retroactive?
(I assume no.)
If I have some sections defined with no articles in an issue, will those section labels still show up (empty), or be omitted?
is it easy to rearrange the order of articles in an issue?
If I have already published issues, and I want to add the section (topic) labels and organization, I would just un-publish, and then world the sections be automatically added, and I could arrange articles into them?

Current version: 3.4.0.5
No - sections are assigned at the submission level - not at the issue. So, if you have an article assigned to a given section that section will show up in the issue.
Fairly easy - there is the option to order the issue. by clicking order within the issue.
You have to first create the sections and then assign each article to a section individually. In order to to this you have to un-publish the issue, and republish it to make any changes.
I recommend having a look at our documentation on sections. and issues to get a better sense of this.
