Getting an issue “There was a person;problem sending an email message. please try again later, or contact your system administrator”

When I am trying to send email and submit article getting error “There was a person;problem sending an email message. please try again later, or contact your system administrator”

and i am using Open Journal Systems 3.3.0.14
