There are no readable files in this directory tree. Are safe mode or open_basedir active? error without any change in setting

AOA, After uploading my last issue on OJS 3.1.1.4, it is giving this message instead of opening a home page, i tried a lot of option and fine if i put any other page URL it works, admin side is also working by using its URL. but when some one put web address in browser it gives error/message “There are no readable files in this directory tree. Are safe mode or open_basedir active?”.
Please help me to resolve it. thanx in advance
