Submission with no files: how can the author add the files afterwards?

It can happen that an author makes a submission but forgets to upload the files, sending only the metadata.
How can they add a file after submitting?

When logged in as an author, there seems to be no button for adding a submission file in OJS 3.3.0.10.

The journal manager, however, has the option to add a submission file. Is there a way for the authors themselves to add the files?

There are going to be efforts to improve this in OJS 3.4: Improve submission wizard accessibility and usability · Issue #7191 · pkp/pkp-lib · GitHub (it’s hard to tell from this, but the submission process is getting a pretty serious overhaul).
