Usually we publish our articles under different headings, e.g. peer-review, essays, book reviews. Now that we would like to publish a special section focused on one theme in addition to our general articles, we would like to find a way to have a special section subdivided into the aforementioned categories. Is there a way to insert subheadings similar to this issue of the Digital Humanities Quarterly http://www.digitalhumanities.org/dhq/vol/14/2/index.html while still keeping the headings for the general-themed section?

Thanks for your question. OJS does not currently support subsections. You may find some of the information in this previous forum post helpful. Although this was addressed in 2017, there have been no change to this feature in OJS since then.
Many journals use Categories to further classify articles beyond the journal sections, so you way wish to consider this option as well.
