"Stage not initiated" on review page

Hi there,

When I have tried to add submission I get the “Stage not initiated” message on Review, Copyediting, Production pages. Screenshot is here ojs-screen01.png
My role is Author but checked by any other roles same result. I am using version: 3.1.2.4. Screenshot is here ojs-screen02.png . I tried update to latest to OJS 3.2.0-2 but that production have some other bugs.

I can not find any solution. Any idea?
