[Solved] Why Author could add Contributors after submit?

Hi
Why author could change or add authors in view Metadata → List of Contributors Box, after Review Step.
a user sent a submission with 2 authors but after Review step, he added 3 authors to submission !

Please check that !
my ojs version is 3.1.1.4

Hi @mbabaei,

If this user has both author and journal editor and had submitted the manuscript as an editor, they will be able to edit the metadata after submission and review.

Otherwise, only a journal editor or journal manager can edit the metadata after submission.

i found that, its not bug!
when submission doesn’t have date_submitted record in database.
User could edit metadata
