Date plugin for ojs 3.1

Hi, I do not have an easy way to test it right now, but by looking at the code I would say that it will work with 3.1. Note that the plugin is just a proof of concept I made quickly when someone here was asking for such a feature. The same thing could be implemented in a theme plugin as well which would enable you to choose the location of the dates.
