See One-click reviewer access plus attachment add causes apparently empty recipient list · Issue #1616 · pkp/pkp-lib · GitHub for details and a patch. The issue is cosmetic – the reviewer should receive the email properly even though the field appears empty – but you can apply the patch there to correct the display problem if you wish, or wait for OJS 2.4.8-1 to be released with the fix included.
