Could you please tell me how should I create the second review round?

Considering you’re using OJS, you can create a second review round as an editor taking the decision “resubmit for review”, selecting a file to send to the second review round.

Try this documentation: http://pkp.sfu.ca/ojs/docs/userguide/2.3.3/sectionEditorReviewRounds.html It’s for an older OJS version, but it’s the same on newer ones. Make sure you read the current page I sent you and the next one.
