Reviewers of previous round cannot be reassigned if role would allow them to see author's identity

Describe the issue or problem
Concerns anonymous reviewing.
In the second round of a review reviewers cannot be re-assigned when they have both roles that would allow them to see the identity of the authors and have reviewed the article in the previous round.

Steps I took leading up to the issue

1. Open second review round
2. Click on ‘Add reviewer’
3. Try to reassign reviewer from previous round
4. See error

What application are you using?
OJS 3.4.0.7

I think there a to competing issues here:
The reviewer has a role that would allow him to see the author’s identity so there is no “Reassign” button but since the reviewer did a review in the first round there is the message “This reviewer completed a review…” instead of “This reviewer is locked…” and the option to unlock.
