Reviewer can't change UI language

Describe the issue or problem
When we register a new user as reviewer via review request and that user uses the submission URL to proceed with the review request, the language/user menu in the top right is missing.

Steps I took leading up to the issue

  1. Created a dummy account with the add new reviewer function in submission
  2. In the article review request email, I clicked the submission URL to go to review request
  3. See no menu in top right corner <–The error
  4. Use back to submissions (top left) and then go back into the review request - top right menu is back.

What application are you using?
OJS 3.3.0-6

Has anyone noticed the same issue?

To clarify, I logged in and could see the menu (at least the one I think you mean…)?

Maybe you could share a screenshot of what you see?
