Reviewer can't access discussion attachment

Hi,

I am sorry another occasion of the ‘The current role does not have access to this operation’ problem.

I am using OJS 3.1.1.2. If an editor attaches a file (document) to a discussion with reviewer in a review phase, the reviewer can see the discussion, but when accessing (downloading) an attachment there is only error on an empty page:

Known problem? Any workaround for this?
