How to register using the same login and email a user who was removed from OJS if the option “remove” clears the user’s account from the Journal’s records while it remains in the system?

Open the “Search” tool above the user list and tick the “Include users with no roles in this journal” checkbox.

OJS doesn’t allow usernames to be modified. You would have to create a new account with the new username.
