Publisher Library files and URL

OJS 3.1.0.1. When adding a file in Publisher Library, I do not see the Public Access box. I want to share these files in Authors Guidelines. However, tutorial shows that box for my version of OJS.

Is your OJS 3.1.0.1 a clean install or was it upgraded from an earlier version of OJS?
Additionally, does anything related appear in your PHP error log when you access the Publisher Library upload screen?

Thank you for your answer. Unfortunately I am new and do not know about installation of my OJS. Also, I do not see any error log being in Publisher Library.

Unfortunately, 3.1.0.1 is a very old version and we are no longer able to provide useful help for that version. I recommend you speak to your technical support to schedule an upgrade to a 3.3.x version.
