Evaluation forms do not load when editors try to review submissions. What is the cause of this problem and how can it be solved? Thanks in advance.

The magazine works in Spanish language and the forms are written in Spanish. However, the problem seems more serious than just the forms as several system questions are not loaded either. For example, categories, installed modules, editorial library.
We use the Chrome console to review and we find the following message:
