It seems that Submission Notifications some how has stopped working. Normally one can choose a secondary mail, which then receives a notification of a new submission. That function is not available anymore. Is it a function which we need to activate server wide? It does not work on any of our journals.
We did upgrade and have looked at Editorial Workflow

Is it the case that the submission notifications are not sending (e.g. are you not able to see them in the activity log for a given submission), or that emails are not being sent (and received)?

We can not see the service at all.

We can not add any one to receive a Submission Notification - as described in the editorial workflow.
