The URL https://pkp.sfu.ca/files/pkppn/onix.csv currently leads to a 500 HTTP Status , the error page indicates: 500 - Internal Server Error. Failed to create "/mnt/u0/mnt/u0/var/www/html/pln/data/": mkdir(): Permission denied. Looks like a mount point is missing.

This CSV files has 12Mb of size. Could you please review your server memory limit parameters? Maybe your PHP script is reaching the time out limit due to the file size.

No - the error was on the PKP server (have a look at the URL). It has been fixed now.
