first of all, thank you for continuous development of OJS. : )
About two months ago I installed PKP-PLN plugin (we are using OJS 3.2.1.1 ) and 2 days ago the status changed to “Network Status: The PKP PLN can accept deposits from this journal.” But, I can see that Local status of most of the issues are “Packaging Failure”. Just one of the issues which has 4 papers the Local Status is “Packaged”. I tried to reset the failed issues but after 24 hours again the “packing failure” came to the same issues in Local Status.
It would be great to help us to solve this problem.

Thank you very much for your reply and complete information which almost explaining everything. I checked the instruction carefully. Everything looks ok. But based on your last comment (if issue fails to be packaged, it may be useful to try and export the issue from the native import/export plugin), today I realized that one of the issues (ISSUE 10) sent to LOCKSS. In this regard, using “Native XML Plugin” I tried to export ISSUE 10 and it exported (this issue sends to LOCKSS). But using the same technique to export the other issues I found out that the other issues is not exporting and they are giving this error:
ijcua.com is currently unable to handle this request.
HTTP ERROR 500
As it has been mentioned in your previous comment it is not exporting some issues that is why it gives “packing failure”.
Do you have any idea how to solve this errors (HTTP ERROR 500) which is occurring in some 
of the issues to export the issues?

Hi @ijcua,
There will definitely be a log entry somewhere corresponding with that 500 error. It’s possible that your server logs PHP errors separately from e.g. Apache errors; if that’s the case you may need to look in another log file.

Yes, that’s what you’re looking for. It looks like you have a data problem – an entry in the submission_files table with a uploader_user_id that does not refer to an existing entry in the users table. You can pinpoint cases like this using the following query:
SELECT sf.* FROM submission_files sf LEFT JOIN users u ON (sf.uploader_user_id = u.user_id) WHERE u.user_id IS NULL;
Correct the uploader_user_id column for these entries and it should resolve the problem.

Thank you very much letting me know exact problem. We did our best but unfortunately couldn’t manage to solve the problem of exporting issues from native import/export plugin based on the code that you asked us to imbed in mysql.
But wat I did jus unpublished the issues and published them again and reset the issues in PKP PN. It also didn’t affect to native import/export plugin but it seems that it helped to send papers to LOCKSS and the process completed. And our journal is in the Keepers Registry
