With due respect, we would like to know if is it possible to develop OJS according to our requirements. And after that can we copyright that developed OJS software with our brand name and sell it to our customers.

OJS is released under a GPLv3 license, which permits you to modify it in any way that you’d like and to distribute those modifications under a compatible license. However, it is a copyleft license which limits your ability to proprietize the software and your modifications. Typically, copyleft licenses permit the provision of proprietary services (eg - hosting/management) but not proprietary software distribution (eg - distributing the code under a restrictive license). I recommend you read about copyleft licensing and consult a copyright lawyer if you’re uncertain about the impact it will have on your business.
Use of certain parts of the software package, like logos and branding, is more restricted.
