Would it be possible to also include other frameworks for templating?
Specifically, I am interested in support for http://bulma.io as it is much easier to customize and much more flexible than bootstrap.

Bootstrap support isn’t built deeply into OJS 3.x – it’s an add-on provided by the Bootstrap theme plugin. I’d suggest looking at that theme for an example of how to integrate any CSS framework.
