OPS (3.2.1.2) Option to Enable/Disable Site Publicly

OPS (3.2.1.2)

Issue: The checkbox option to Enable the preprint server to appear publicly on the site is not available or visible in the Settings Wizard or Edit option of an individual server. Is this by design or is this functionality missing?

I can confirm that the fix suggested (code additions) worked flawlessly for OPS (3.2.1.2).
