OJS3.1 About Editor-in-Chief roles in one journal

Hi, I am using OJS3.1. For one journal, there are two chief editors. It there a way to set non-conflict authority for both chief editors. Therefore, paper assigned to one chief editor only handled by the one chief editor?

Also, how to make a submission automatically be assigned to ONLY the Editor-in-Chief who after that mange the workflow by first assigning it to an editor, be notified about the updates, … etc.
