I came across this today. I wanted to add a reviewer to a manuscript. In the ‘add reviewer’ popup window, I limit the reviewer list by entering a search term (review interest). The list of reviewers narrows down and 20 names that fit to these review interests are displayed. When I click on the ‘load more’ link on the bottom to load more reviewer names that fit my description (in my search, 24 fitting reviewers were found and the list showed the first 20 of these 24), the search limit is lost. The list now shows 40 reviewers but they are the first (alphabetical order) from the total list of reviewers. The search term is still there when I open the search menu, though.
Can someone reproduce this? Can someone check this in OJS 3.1.1?

There’s a complete rewrite of the reviewer selection toolset included in OJS 3.1.1, so if it’s an option, I’d suggest upgrading. It’s very likely to be a fixed issue in the latest release.
