I tried upgrading OJS version 3.1.1.0 to version 3.2.1.4 it worked.
then I upgraded to the latest version there was an error like in this picture, if anyone understands, please explain to me.

It seems your plugin_settings table has 2 entries with same id:
(3, visitor, blockTitle, ...
I recommend checking your original DB and your Dump to troubleshoot these occurrencies.
