OJS navigation assignment bug

Describe the issue or problem
I am trying to reorder primary menu items, but the UI doesn’t allow me to.

Steps I took leading up to the issue
For example:

1. Go to Dashbord
2. Go to website → setup → navigation
3. Click on primary (or any other) navigation menu
4. Try to drag a menu item to change its position.
5. See that nothing changes!

What application are you using?
OJS 3.4 stable

Additional information
You can see here that UI isn’t very inviting for a change to happen neither. It is not behaving normal. Regardless of the place I drop any menu item, nothing happens.
I could not consistently replicate this error in all ojs websites but it has also happened to me before (and could not be fixed).

Update: Completely reinstalling OJS fixed the problem. I may have changed a file or two by mistake.
