[OJS 3] Upgrade to 3.1.2.0

Hello all,

While upgrading a test OJS 3 to 3.1.2.0 severarl Notices, and one warning (WARNING: The StaticPage “Normas Editoriais” uses a path (editorial-guidelines) that conflicts) popped up… I assume they are “harmeless” as the upgrade continues…
