[OJS 3] Unable to publish issue

Hello all,
Cariniana Network is running tests to publish the annals of their events with OJS 3.x.
However, we’re not seeing a “publish issue” button, as you can see from the image.
What could be wrong?
I have no access to the server and no idea if installation is correct.
