A few additional things you can check:
- Check that the role has access to the appropriate stage: https://docs.pkp.sfu.ca/learning-ojs/journal-managers/en/users#permissions-roles
I suspect this is not quite the issue, since, if it was working for you pre-upgrade, this is probably not the issue, but worth checking, just in case. - Check your PHP error log for relevant error log messages (depending on your level of access you may need to have your sys admin or similar person check this for you).
