Hi @akemifi,
It seems as the submission has no assigned participants, you could ask the Journal Manager (or log in with that role) to assign the submission to the appropriate user, in this case, Journal Editor, so you can see the options.
Another recommendation would be for the Journal Manager to check the roles permissions to each stage of the submission. You can find more information about this on our Learning OJS 3 guide.
