OJS 3.2.1-1 Review process: "Comments to the Editor in Chief" are sent to the author(s)

When a decision is made on a submission, the software asks whether the reviewers’ comments should be attached to the email sent to the author(s). If the editor clicks on ‘Yes’, the reviews appear on the bottom part of the email - but they include the “Comments to the Editor in Chief”, too. I think this needs to be corrected.
