Hi everyone,
It happens to me with this version of OJS that when you have to send emails to reviewers or assignments on jobs, the sending of the email blocks with the wheel that keeps spinning.

This appears to be an underlying limitation on your server; see stream_select warning FD_SETSIZE · Issue #1631 · PHPMailer/PHPMailer · GitHub. I’d suggest raising this with your server administrator.
