OJS 3.1.2-4 not creating a journal

Hello!
I can’t create a journal in OJS 3.
OS platform Linux
PHP version 7.2.24-0ubuntu0.18.04.2
Apache version Apache/2.4.29 (Ubuntu)
Database driver mysqli
Database server version 5.7.25-0ubuntu0.18.04.2

Maybe you can explain what exactly you are doing and what error do you get.

Can you help me with installing OJS 3?
What basic system settings do you need to configure, for a notification email do I need to install a sendmail or postfix?
These modules are needed for stable operation of the system:
php-mbstring php-soap php-xmlrpc php-zip php-gd php-pear curl libcurl4 php-curl sqlite libimage-exiftool-perl imagemagick build-essential zip unzip xpdf antiword pstotext postfix libsasl2-2 libsasl2-modules ca-certificates phpmyadmin.
