See this issue – I’d suggest additionally upgrading to OJS 3.0.2, which has a large number of fixes and updates.

I am using manuscript-jats theme by @Vitaliy,
I think the issue for bootstrap3 theme. I don’t find userRegister.tpl in my current theme and template/frontend/pages
