OJS 3_"Send to Review" button disappear

I was trying to assign new submission but the “Send to review”; “Send to Copyediting”; and “Decline Submission” buttons that supposed to appear above the Add Participant disappear. What seems to be the problem here?

I think you’re encountering Editorial actions do not appear when an editor assigns themselves · Issue #2212 · pkp/pkp-lib · GitHub, which is corrected in OJS 3.0.2.
