I am trying to find out what new features in 2.4.8.1 and 2.4.8.2 in comparing to 2.4.8. Where can I find the info?

Every OJS release includes release notes. See docs/RELEASE in the new package to find out what’s been changed/introduced since the last.

One thing we don’t do well is distinguish within a minor revision such as 2.4.8-1 or 2.4.8-2 which fixes in the RELEASE notes are specific to that minor revision.
For example, to see the changes from 2.4.8-0 to 2.4.8-1 to 2.4.8-2, you really need to diff that file:
2.4.8.0 to 2.4.8.1
